SPEECH DELIVERD BY SCOUTER TOLANI AFOLABI, THE DIVISIONAL COMMISSIONER OFFA/OYUN SCOUT DIVISION DURING HIS VISIT TO THE NAVY COMMANDANT, NAVY SCHOOL OF HEALTH SCIENCE, OFFA, KWARA STATE, NIGERIA AT THE NAVY SCHOOL OF HEALTH SCIENCE, OFFA, KWARA STATE, NIGERIA ON Friday 6TH August 2021.

All protocol duly observed.

On behalf of myself and the entire good people of Offa/ Oyun Scout Division, I want to say a very big thank you to you for allowing us to stand before you to express our matters of interest. Thank you sir.

On this note I want to introduce you to oldest youth organizations (SCOUT) who have successfully trained young people of over fifty million across the globe who are creative and respected leader on their different field of life.

The mission of scout state that : “ Scouting is to contributing to the education of young people through a value system based on the scout promise and law to help build a better world where people are self fulfilled as individuals and play a constructive roles in the society”.

With the above mission statement:

1. Sir, I want to remind you that youth are the leaders of tomorrow and so therefore, there is a need for your leadership to invest into the upbringing and empowerment of young people and this is achievable through different platforms in scouting system.

2. The Offa/Oyun Scout Division want to develop and sustain a mutual collaboration with your office.

It is clear that this will translate to eradicating several illicit act that is common among young people in our society.

Your association with us as an organization will attract young boys and girls in the society to join us and through the above mentioned policy of scouts, we will be able to rehabilitate them and make them a better citizens of our country.

Also it will open young people among us to job opportunity in the military and also as a domestic here.

3. The Offa/Oyun Scout Division wishes to inform you that scout has three formation just like the military which are: Air Scout, Sea Scout, Land scout and they are indentify by their mode of dressing which is distinct from that of military dressing bearing scout insignia, Neckerchief and other relevant scout badges.

I just must confess that the issues of impersonation and improper dressing by scouts of this different formations has caused issues like harassment to some persons whom are not properly dressed and that is while we thought is needful that this visit is to set the records straight on the differences in our formation, uniforms and insignia which are indentified worldwide and not just in Nigeria.

4. It is no longer a news that scout has successfully trained/invested notable leaders across the globe and so therefore we request for approval of your office as we dim it fit to invest and decorate you as a member of the world brotherhood of scouts and this is achievable by providing us with your materials for investiture/decoration and a date for the investiture/decoration. Sir, your appearance in scout uniform will be so dynamic as it will enhance the preaching of integrity we do in our organization.

Conclusively. I want to specially thank you for giving us the golden privileged to seat before you inspite of your busy engagement and so therefore we anticipate your favorable response to Offa/ Oyun Scout Division from time to time.

Sir attached with my speech are approval letter to run Offa/Oyun Scout Division by Kwara State Scout Council through the State Scout Commissioner and also the content shows the authentication of my appointment as the Divisional Commissioner to the Division and a copy of the approval to inaugurate and run a Sea Scout Section in the Division.

A copy of the letter which have been forwarded to our National Headquarters for duly documentation.
