A COMPREHENSIVE REPORT OF THE INVESTITURE CEREMONY OF HIS LORDSHIP,

HON. JUSTICE SALISU GARBA AS PRESIDENT, FCT SCOUT COUNCIL HELD ON 2ND FEBRUARY 2021.

The Investiture Ceremony soon started at 2:15pm with the arrival of invited guests, members of staffs at the FCT High Court and The Registrar of the Court while the,

Scouts were already present.

Due to covid-19 Precautionary Measures, only a few members were granted Pass by the State to be in attendance to save over crowding the court room.

Arrival of the Chief Judge

The Chief Judge, Hon. justice Salisu Garba

was granted A Guard of honour by Venturers and Explorers Unit, He was flanked by the State Scout Commissioner and accompanied by The Deputy Chief Judge

AND other Judges of The FCT High Court:

Hon. Jus. O. O. Goodluck.

Hon. Jus. S. C. Oriji

Hon. Jus. M. Anenih

Whom were all to be invested along with the Chief Judge.

Other members of his entourage were:

Hon. Jus. A. O. Adeniyi

Hon. Jus. Y. Halilu

Mustapha M. Adamu Registrar of the Court and Directors at the Court were also at the rear to escort the Chief Judge in the Processing as he heads in to take his seat.

The Investiture sailed as the State Scout Commissioner led the National anthem and Scout Promise, he requested the services of the Honourary State Secretary to come forward and anchor the Program proper.

Brief History

The Honourary State Secretary gave a brief history about scout movement and FCT Scout Council leadership as it concerns Previous, present to the current state of Scouting in FCT.

Welcome Address

The State Scout Commissiner Mr

G B Omonigho (JP, WB) at 3:12 gave a welcome address to the occasion, He thanked the Chief Judge for the warm embrace to hold such an exalted Office as far as the Scout Association is concern.

He reminded His Lordship that He will be the most recent Justice of States High Courts to be invested as President as States like Kogi have recently done same.

He also reminded him that the office is one which is protected by the constitution of the Scout Association of Nigeria as approved by WOSM.

Investiture Ceremony

As the Chief Commissioner of Scout in Nigeria

Hon. Dave Awuna

Was still expected to arrive the premises, The Investiture of other Judges had to follow as the Chief Judge had requested for time management.

To this regard, the MC directed the State Training Commissioner Elder Samuel Alaofin to be assisted by the State Scout Commissioner to begin the Investiture Ceremony in order of hierarchy starting from the rear and this was the process:

1st = Hon. Justice M Anenih

2nd = Hon. Justice S C Oriji

3rd = Hon. Justice O. O. Goodluck.

In order to give more time for the arrival of the Chief Commissioner, there was a break in the chain of the Investiture of the Judges as

The Honourary State Secretary who also served as the MC, Mr. Benson Mfonobong Benson swiftly called for the Investiture of the State Headquarter Commissioner

Legal Duties Barr. Benjamin Ogbamgba, which was conducted by the State Scout Commissioner Mr. Garen B Omonigho (JP,WB) and assisted by the State Training Commissioner Elder. Alaofin Samuel (WB).

Shortly after this, the Chief Commissioner of Scout Hon. Dave Awuna arrived the venue while the 5th Investiture Ceremony had just been conducted and that was the Investiture of Hon. Jus. H. B. Yusuf, The Deputy Chief Judge, FCT High Court and now it was the President that was to be invested.

Investiture of The President

The Chief Commissioner of Scouts Nigeria, Hon. Dave Awuna swiftly took the stage.

He reminded the President who was about to be Invested the role of the office as He was handed him a document which gave His Lordship a lead.

The Chief Commissioner informed the soon to be invested President of the need for the State Council to secure an office, well furnished with facilities for operation, he equally spoke about mobility, the need for the State Council to have a Bus which will help in Mobility.

As the Chief Commissioner who is equally resident in Abuja and has previously received brief of illegal operation of Scouting Activities by some persons parading themselves as Scouts in the FCT without remorse, despite warnings, The Chief Commissioner craved the Chief Judge’s indulgence to ensure this issues are nipped to the board and a Subsequent Relationship with relevant authority to ensure Scouting in Schools are operated under supervision of authorized Scout Leaders in the State.

The Investiture proper commenced as the Chief Commissioner asked the Chief Judge if he knows what His honour says? And His Lordship responded soundly and reaffirmed through this, his commitment towards ensuring the sanity and Prudence of such office is upheld.

After this, His Lordship was requested to step forward for the Investiture as the General Assembly rose to a standing Ovation

as the Chief Commissioner led the way and followed by His Lordship, Hon. Justice Salisu Garba.

The Chief Commissioner, assisted by the State Scout Commissioner led the Investiture ceremony after which the Chief Commissioner issued His Lordship an Letter of appointment into the Office of The State President FCT Scout Council.

At exactly 3:45pm, of 2nd February, 2021, FCT OFFICIALLY GAINED A SUBSTANTIAL STATE COUNCIL HAVING HIS LORDSHIP HONOURABLE JUSTICE SALISU GARBA AS THE PRESIDENT, FCT SCOUT COUNCIL.

Scout yarns followed immidietely to lead The President, FCT SCOUT COUNCIL to his seat as this also brought the entire house to her seats for further proceedings.

President’s Speech

The President, FCT Scout Council Hon. Jus. Salisu Garba in his speech appreciated the Association for such Recognition.

In his speech, He noted that he had earlier taken note of the request placed before him while the Chief Commissioner was making his Speech and He noted:

2. Scout Bus

3. Scout Activities in Schools within the State.

The President assured the General Assembly that He will look into consulting with appropriate authorities to see how FCT SCOUT COUNCIL can secure a Plot of land to Build her Office in Abuja to enable proper and Efficient Administrative Functions.

2. State Scout Bus

In same vain, He had also promised to contact Relevant Ministries which will help in securing a Bus for the State Scout Council’s mobility as the Court may not be able to put up with this demand based on it jurisdiction.

3. Scout Activities in Schools within the State.

The State President assured The Council of his readiness to consult the FCTA (EDUCATION) to ensure Scouting returns to Schools effectively and properly managed by the appropriate leadership of the Scout in FCT.

On a final note, He thanked all for coming out to witness this occasion and also reassured the Scout Association of Nigeria of his commitment towards corporating with the State Executive Committee in taking FCT Scouting to greater heights.

Vote of Thanks

The Deputy Chief Judge of FCT High Court Hon. Jus. H. B. Yusuf delivered the Vote of thanks.

In his speech, His Lordship said he is motivated by the acceptance speech of the President and also assured his unalloyed support to his Lordship the President of the Council towards actualizing the set goals of scouting.

He thanked all for turning out to witness this Historic event and wished all journey mercies back home.

Closing

The event came to an end as The State Scout Commissioner

Mr. Garen B Omonigho led the National Anthem and Scout Promise as the event rose at 4:23pm followed by group photographs and Press Conference.
