Chief Judge of Imo State invested as State Scout Council President

IMO STATE SCOUT COUNCIL PRESIDENT – HON JUSTICE IJEOMA O. AGUGUA – THE CHIEF JUDGE OF IMO STATE IS INVESTED AND ASSUMES OFFICE.

On Wednesday 22 September 2021 and in a very colourful event that was witnessed by Justices of the High Court, Legal Luminaries, Civil Voluntary Organizations, Scouts from the South East Zone and Friends and Well Wishers of Scout, The Chief Commissioner of the Scout Association of Nigeria, Hon Dave Padopads-Awunah, carried out the Investiture of The President of the Imo State Scout Council, His Lordship, Hon Justice Ijeoma O. Agugua.

Prior to the Ceremony which was held in one the prestigious Halls of the The Justice Oputa High Court Complex, New Owerri, the Imo State Scout Commissioner, High Chief Victor Osuji (Babaukwu Electronics), in his opening speech, welcomed all the invited guests to the August event of change of the plight of Imo State Scout Council.

He highlighted some of the serious constraints which Imo State Scouts have been having since the forceful eviction from what used to be their State Scout Council Office within the premises of the Old Orlu Road Secretariat.

Top of these problems has remained the unavailability of an Office location that has made the functioning of scouting and the attainment of the purpose of scouting to the young boys and girls unattainable.

He regretted the nonavailability of an efficient Camping ground and transportation facilities which are factors that has made scouting activities in the state a herculean and cumbersome task.

He ended up by expressing his optimism that after this investiture and installation of the State Scout Council President, these insufficiencies must have been one step near to solution.

In his keynote address, the Chief Commissioner of The Scout Association of Nigeria, Hon Dave Padopads-Awunah, talked on the historical and intended purpose of Scouting – which is to develop the young people through a value system and non formal training based the Scout Laws and Promise; getting them to active intended growth through series of events, mobilizing for peace and positive community service where people are self fulfilled.

The Chief Commissioner, Hon Dave Padopads-Awunah, went ahead to spotlight some of Programs the current National Scout Leadership have lined up for Scouts in Nigeria and which is certain to take off in the very shortest possible future.

Some of these which were listed to include:

Instituting The Annual Baden Powell Lecture series with the THEME of the Maiden Edition as “CADA – Campaign Against Drug Abuse” and is scheduled to hold in Abuja.

The Chief Commissioner stressed the significant impact the Lord Baden Powell Lecture will have on the youths who shall be the beneficiaries of the numerous lined up side activities.

He further hinted on arrangements by the World Organization of Scouting Movement (WOSM) has in shaping World Peace and especially discipline and values towards building a better and peaceful world. He cited instance where Mr Ban Ki Moon, the erstwhile penultimate UN Secretary General has been playing in South Korea towards implementing the UN’s SDGs and other internal development vehicles in South Korea.

He pleaded with the new Scout President to facilitate the Investiture of the Governor of the State, Distinguished Senator Hope Uzodimma, as the State Patron as provided by the Constitution of The Scout Association of Nigeria, an action which The Chief Commissioner said may likely cause to the building of an International Camp site in Imo considering the Governor’s pedigree and antecedents as a Youth Friendly Leader.

In her Post Investiture Speech, His Lordship Hon Justice Ijeoma O Agugua, expressed her excitement at been elevated to the Highest Post of being the President of the Imo State Scout Council.

The President of Imo State Scout Council and the Chief Judge made some assertive promises. Which include:

> Starting a Judiciary Scout Group immediately with all the Judges and Magistrates forming various Scouting groups in their localities and pleaded the assistance of Scouts in the State to help when called upon to be in their training.

> She promised to create a Scout Office for the State.

> She pledged also to assist in procuring a land that will serve as a Scout Training Camp.

> She promised to assist in providing a Vehicle for the Scout Council.

She assured of her committed support to deal with the numerous deficiencies the Imo State Scout Council had gone through and gave her words on Her Honour to do her best to leave Imo State Scout Council better than she met it.

The Ceremony saw the presence of many important legal Luminaries among whom is The President of Imo State Customary Court of Appeal, His Lordship Hon Justice Matthew Njoku, who gave the Vote of Thanks, with other High ranking Judges of the High Court.

Some members of the National Scout Board from the Zone were also present – Prince Levi Ezeudogu (Anambra), Rev Fr Matthias Opara (Imo State),

The Honorary National Treasurer, Dr Mrs Yemisi Adedokun, who conducted the Scarfing ceremony of the Investiture and the Assistant Chief Commissioner South East Zone Prince Uche Madu.

Some National Commissioners from the South East Zone were among persons that graced the ceremony and they include,

The National Public Relations Commissioner, Dr Sunday Chukwujekwu Ibe,

The International Commissioner, Hon Barrister Chidi. J. Ihemedu,

The National Strategic Communication Commissioner, Chief Obinna Gaspar Ibole and the Editor in Chief of the Scout Magazine – THE SCOUT HERALD : Mr Wajeed Obomeghie.

The Abia State Scout Commissioner, High Chief Hon Charles Ama led his team.

Numerous Scouts from nearby states of Anambra, Enugu and Abia were also present.

The Ceremony was rounded off by Inspection of Guard of Honor mounted by young Scouts from Imo State.
